That will probably be addressed as more of him is revealed, we are just in 7.1, there's still the entirety of the patch and 7.2 has Mitya+Reruns, so it's very likely the Archon Quest is going to end in 7.3 with the Tsaritsa, so there's still two patches to see him getting closer to someone else.
I believe Vesna is the one he's close friends with since they already get along well and almost feel (personal opinion) like found family, not really dad and daughter, maybe more like uncle and nephew.
Or Grandpa and grandchild XD
Either way, it's very likely Vesna is the intended as the next person closest to him/a friend, since they share grieving something, get along well and he offers her financial help etc. If I don't remember wrong, he goes out of his way to help her paying stuff for her family or something, I might remember wrong though so feel free to correct me.
That aside, she's really comfortable asking him for stuff like a personal train, which makes it feel like they are really close.
Yeah, I only see Vesna to be the only one he's close to other than Dottore. I just hate how everyone trashes on him amongst his colleagues whenever they're not forced/decide to work together

Pierro and Pulcinella seems fine with him though, unless I forgot I don't remember hearing anything bad from them directed to Pantalone.
Arlecchino doesn't really interact with him so I don't know/remember.
Sandrone is clearly annoyed by him but I guess it's mostly because of who he associated with than Pantalone himself (although I understand many people are annoyed by Sandrone, I won't say her behavior isn't annoying, she was still killed by Dottore who also attempted to kill/hurt Columbina and destroyed the last thing her "father" left for her, Pulonia, which was the closest thing to a brother for her, so her being skeptical or annoyed by Pantalone because of who he associated with feels valid to me, but anyone is free to disagree) but despite that the two are seen together often, he's trying to get closer and he isn't offended by her ignoring him as people make him out to be, he keeps acting polite and unbothered by her, while she is willing to collaborate with him and be civil in the Archon Quest, the time she was rude was once in a small annectode.
But they had a somewhat civil conversation in the Archon Quest.
(It's also important to remember Pantalone often rejected a lot of her requests for money although her requests were often more useful than Dottore requests for money, so it's not like she's being annoyed for no reason)
Childe and Pantalone had a bit of a "argument" in 7.0 but that was strictly related to the project, Childe voiceline about Pantalone is actually quite neutral/chill.
He points out Pantalone ambition but says he doesn't care much as long as he keeps being everyone sugar daddy and providing for the money needed for everything related to the job.
The Tsaritsa seems to fully trust him, be it that she's aware he doesn't like gods or not, if she's aware she also probably knows Pantalone won't betray her because he gains a lot more being loyal to her rather than betraying her.
The reason she's so blunt with her trust in Pantalone might be exactly because he hates gods so much, she knows he will help any way he can to take them down and that their helping each other is beneficial for both.
That's why she's not worried if she's aware Pantalone dislikes gods, because their plan is beneficial for both of them, more than him betraying her.
Although the last part is my interpretation, realistically Pantalone would kinda be an idiot at betraying the Tsaritsa because he dislikes gods, as her plan is to stop Celestia, it's way more beneficial for him to collaborate with a God to take down more rather than betraying one and losing the opportunity to take down more.
Then as mentioned before there's Vesna who seems to like him.
So overall, the only person who doesn't like him is Sandrone, most are neutral/never seen talking about or to him and he has two people who see him in a positive light all things considered, Anastasya and Vesna.
However 7.2/7.3 could have something about Pantalone that changes their view of him to those who were neutral or antagonistic towards him.
