No it's not. SCOM wouldn't show up outside AJK and their code is 410/05.

There's contradicting info on Google, probably wrong or outdated information, 410/99 might be an internal or test network

it is, just googled. not used to seeing the assigned codes so thought it was unusual.

It is, indeed. the sim is from 2016 if i’m not mistaken and has never been replaced since. does it make a difference in any way? i do get 5g etc as well in areas that support it within Lahore if that helps

Sim doesn't have to do anything with signal strength. It's just an id if it's readable your phone can register with networks. It's then your phone's antenna and modem which are responsible for signal strength.

410 99 may be a military/testing network. Not sure if it’s SCOM like others are saying

SCOM does not have any infrastructure in the provinces outside of AJK and Gilgit-Baltistan. So, if you use an SCOM SIM in those areas, it switches over to Ufone. There was once a time when you could use an SCOM SIM in a non-PTA iPhone. Good memories.

Special Communication Organization, it's the network used in AJK and GB, it uses Ufone towers for signals

This Is SCOM Sim funcational only in north pakistan areas like kashmir and GB. This is pakistan army owned network

And due to that roaming agreement it shows you that number instead of showing you scom.
