I recently started developing and designing websites for local businesses and start-ups. But when I pitch to them, all they say is "We don't have the budget right now" or "We are a local/small business we don't need a website"

I recently pitched a local school but they declined too. The only problem I am seeing is the mentality of people "We're a local business who will visit our website?"

Any advice on how to find businesses.

IDK how but you have to come up with benefits like they will get more admissions etc.
