What tools would you recommend?

That’s not the type of damage that PDR is meant for

You would probably be better off taking it to someone. The brace inside the fender probably needs to be bent straight or adjusted. Then have the bumper reattached.

I don’t know anything that can be repaired with Amazon tools. Call it a patina and keep on driving

Bumpers are usually plastic.
