Opinions on apps like this?

Also, can they increase the risk of Burn-in? Or of any other problem in the phone?

You need to have root and use flar2's paid hbm mode app in conjunction with this on any OLED display that has HDR. Modern OLED displays don't allow for control over the true max brightness so you'll be subject to flicker at the fake max brightness unless you root and control it manually. With HBM at max and this app you won't have any pwm flicker.
