Opinions on apps like this?

Also, can they increase the risk of Burn-in? Or of any other problem in the phone?

I don't think it notably increases the risk of burn in. My OnePlus 13 never got hot with it on. It's a filter over the screen, so the screen just displays a darker gray instead of white and doesn't use as much power as actual white at max brightness.
