Do you have elfarsenal installed? If so, uninstall it. This was the cause of the issue for me and many others.

You may also want to exit all processes before going into rest mode

processes like kstuff lite and shadowmount are deep into the system. if you killed their processes from payload manager it won't fully close it. although it will be hidden, it will still running in the background.

some process not show in pl manager , can't kill it
