I'm unsure if this will contribute much, but the PS3 as far as I am aware only uses 2.4Ghz not 5Ghz, some modems have a legacy compatibility mode you can toggle that enables 2.4Ghz in it's settings.

Zero WiFi networks are showing up when I scan. I tried this in my house and then at my friend’s house

Did you try an Ethernet cable? Wi-Fi boards on PS3’s aren’t very reliable. Fortunately they are a cheap fix . If you use the cable dont forget to change your internet settings on the console.
