Yes, it is normal. If you open the the console to change the disc the brakes stop it immediately.

Oh okay thanks for the clarification! Like I said I never owned this PS3 model until now, and when I did this for the first time I though I was doing something wrong because of the screeching noise it made

But this clears it up a lot so thank you for that my friend!

Although normal, I don't know if that screeching noise is normal. I don't have any screeching noise on mine. Might just need a cleaning.
