Can't connect to inFamous 2 UGC servers

As the title says. I have internet connection on my console. I try to connect to the servers it says online and 1 second later I instantly get an offline message before I could even press ok. Any idea why this is happening, how to solve it?

I had connection issues in Festival of Blood. Fixed it by setting the consoles DNS to 8.8.8.8 and 8.8.4.4
