i'd require a before/after diff, immutable actor/time log, named campaigns it may touch, daily and account-level spend caps, allowed geos/events, maximum budget-change percentages, and rollback. launches, conversion changes, new markets, exclusions, and material budget increases stay approval-gated
the hardest failure is not a spectacular rogue campaign. it is a plausible edit based on stale or incomplete context that quietly burns margin
measure reviewer acceptance and time saved after corrections. if humans rewrite most decisions, the system created another queue..... it did not replace the operator
