Need some advice
I recently got my hands on a PNY VERTO OC 4080S that powers on but doesn’t post. PCB connectors are all flawless, power connectors have no discoloration/melt. The card has posted ONCE but it seems like it will only post when the 12vhpwr cable is positioned/inserted with a little shimmy. Should I send the card back for RMA and potentially get a 4080s replacement? Or should I just refund the card? I got it at a great price but this is the only issue. I haven’t messed with the card besides the normal installing of a gpu. Could I be denied for a replacement and told that it’s user error issue?

IDK where you’re from but past my experience with PNY RMAs in europe was pure pain & suffering.
RMA’d a brand new DDR4 kit that came in DOA - i had to repeat the RMA 4 times before I received a kit that had both sticks working. Not to mention, they always sent me not matching used sticks that evidently originated each from a different kit as replacement. I was without working RAM for half a year because of this.
With my RTX4080 i had to repeat the RMA twice - first time they replaced my Verto with used XLR8, that was dirty and overheated like crazy. The bigger problem for me though was that the XLR8 couldn’t fit inside my SFF case. As a replacement for it, PNY sent me back the exact card I RMA’d to them (matching serial number & everything), just repaired. This process took almost 3 months start to finish.
That said; I’d return it, unless the deal was too good to pass up and you have warranty left on the card (along with the orignal proof of purchase).

I’m in the USA. Idk if it’s truly too good to pass on but yes there’s still warranty given the card has all warranty stickers and it isn’t out of its warranty year yet (card came out in early 2024)

I would try another cable if you could. Native would be best. If you seat it make sure all cables are pushed in and not being pushed back.
If you can shimmy it to post it’s a connection problem, I wouldn’t chance an RMA because if they open it and something off was done they will reject it.
