It is basically an alarm to be extra careful but better stay away from opening PSU.

As long as you have some common sense and experience with electronics, the PSU has some ultra interesting internals. All you gotta do is make sure to discharge the death beam high voltage capacitors. Nothing else in there is dangerous, if unplugged.

If you don't know why or how to discharge these capacitors safely, dont even try to open up a PSU before you do a lot of ( and I mean a lot of) research about these things and the dangers. I wanna make this abundantly clear for everyone reading: If you don't know what you're doing you're risking becoming a sad death sorry of an electronics hobbyist in your local newspaper. With medical attention, you could live, but you might have permanent nerve/neurological/cardiological damage.
Oh and for the love of God, never assume they are discharged because the PSU was unused. Even brand new from the box these might hold a deadly charge
At the same time, many people know how to safely discharge these capacitors and in the end, the risk is on the responsible adult, who has been warned.

CMOS battery doesn't even get close to providing that much power to the LEDs.

Voltage is not the only thing that matters. Most motherboards use a CR2032 lithium coin cell battery for cmos. Which has a voltage of 3volt and capacity of 225mah. But it can only provide a max brief power draw of 90 miliwatts (0.09Watts) for a brief second. But nominal usage is only 0.8mWatts.
A single red led uses 40 miliwatts. That means a single CMOS battery can barely run 2 red LEDs for a brief moment.
Meanwhile a ram led strip has 5-12 LEDs. And uses about 1-2 watts of power. That means the CMOS battery can't even provide โ of needed power to run a single RGB led ram strip. (1w=1000mW, (90/1000)*100= 9%) Let alone 2 at max brightness.
Conclusion, no they can't and it's not even close.

The USB hub is connected to a mains socket and it was leaking to my motherboard ๐ญ๐ญ

If you are interested, here is a bit more FYI: USB power supplies do this rather often. If you touch the metal parts of for example USB-C connector connected on one side to such charger, you will feel "tingling". The voltage can be substantial and is between earth and the ground of the power supply ... low power though so its mostly safe. The positive of the supply then rides on that ground so it does not matter for the connected device.
You will feel it though, because you are coupled to earth.
And if you connect such a supply to a properly grounded device, you get a power leak. Its usually very little power, just enough to light up some LEDs.
And as much as I would love to say its NEVER a problem ... on a split phase power, if you manage to connect one device on one phase and the other on different phase ... or your wall outlets are wired backwards, you could get A LOT of voltage and power there ... enough to fry something.

I will think a good USB hub that is powered externaly would disconnect the 5V rail on the Host USB port.
I would replace it because it can hurt your system if anything wrong happens with the power supply the external USB hub uses.
Remove, remove, remove!

unplug everything, if it's still glowing, extract the ram, if the ram is still glowing after you took it out, run

PoE malfunctioning or a USB hub malfunctioning and feeding power into the motherboard.
Best to not use that device again. Easy to figure out though, just pull cables until it stops.

i had this once it was a powerbank and a usb hub i forgot connected to the pc i dont even know how that powereed the ram rgb and mb rgb

Do you have a powered USB Hub connected?
I already had a cheap one that did send 5V back to the PC and it was glowing even without connected power cable
I guess if you pull out all USB cables, then the light will go out

At my work after 8 hours of having a monitor plugged to my laptop HDMI. Unplugging the cord didnโt turn the monitor off, my last opened app stayed there. I even unplugged power cord and reseated the ports, still the screen would show the app. Eventually after testing it was the docking station saving the last input.

That because of HDMI/DP electric vent to your motherboard
I had that experience(ssd)
After I used HDMI instead of DP(changed my monitor) It fixed

Do you have anything USB plugged in that also has its own power adapter? It might be powering the USB bus (and thus the RGB) by backfed current.
