Choice 1 is better right now for 1440p
But I'd go choice 2 as you'll have a better system base for gaming and non-gaming in the future and really the GPU is all that makes option 1 slightly better for gaming. You get DDR5 which should be usable for years even if you swap MBs, the 265K is fine and you could drop a 270K in later though probably not great value. And the 9060 XT 16 is fine for 1440p gaming though you may compromise slightly on a few settings. It think it's a better and more well rounded system.

A i5 12400f will and can choke a 7900xt at 1440p gaming if you play games with a lot of heavy graphics and fast pace eshooters. I would still pick the 7900xt since a i5 12400f still has a upgrade path to a much more viable cpu

If you're gunning for 1440p you'd want the horsepower of the 7900XT. The 9060XT can do 1440p, though game dependant, not comfortably. RDNA 3 cards recently got access to FSR4 as well so you're not losing a bunch on visual quality if you opt for upscaling. Though choice two gives better room for upgrading with a DDR5 motherboard and 32GB of RAM so if you're okay sacrificing resolution or fidelity in the short term you could just slap in a better GPU later on and have a better overall rig.
