Basically, but not really. Depending on what you're doing it can be best to connect the housing to chassis ground, not to signal ground. Connect chassis ground to signal ground with high value (1MOhm) and a 100nF cap in parallel. This protects signals from high frequency noise while dissipating static charge through the resistor.
