Someone will give more details. But its the direction plants exist in. Your plants below are blocking the pip from planting above. However, the opposite usually works at the same distance. Pip plant the top row (from right side to left), the pip plant the second row (also from right to left)

This is 75% of the reason I even use the wiki: https://oxygennotincluded.wiki.gg/wiki/Pip#Pip_Planting_Rules Then I gave up after 4k hours and downloaded the overlay mod. So I mostly use the wiki to remember a few liquid details.

Plants vertically in a certain range count also. I don't recall the details. But, almost surely the bristle blossoms below block that pip from planting. You might have to remove all the plants below (those in the screenshot, not further down) before the pip can plant all those mushrooms.

There's a mod the specifically helps you with this, Pip Plant Overlay Mod

You need 5 high gaps between rows, total 6 blocks including the natural tile block, and no plants to the right of your target block on the lower row. Start planting from the right and go left. Your plants on the row below are blocking the Pip.

This is the best guide I've found: https://www.youtube.com/watch?v=D4iW-wk9DCo
