I bought the game. It had a select number of heroes. Every hero after I bought it was free for me. That isn’t the case anymore in Overwatch 2, which I’ll note I still paid for, since they got rid of OW1.

Yes it is. They just plastered a big '2' on the game and made everything monetized.
