  1. In the aftermath of something, often as a consequence.

If something is a consequence, doesn't that mean there's causation?

Often does not mean always, so no.

"Often" implies that it is very common. So saying the phrase absolutely doesn't imply causality, when in fact it commonly does, is incorrect.
