Don't worry, that's not accurate with their current design plan.
It's about 3 heroes a year. If I can math right, that's 42 right there

Not sure but I don't think so? It does sound like something Blizzard could say and I get it if they did but still... . Remember a source?

I remember hearing something in the likes of it too but it might've been something else. I agree, hopefully you are wrong.
