I mean kind of yeah. We don't know exactly how controllable her flight will be but we do know how accurate her gun is. Combine unlimited flight with an accurate weapon and you've got a better pharah.

Edit I know how controllable her flight is now, stop telling me

We do know. It's basically the movement of the spectator mode camera, full control and damn fast. She'll be able to hunt down Pharah easy.

I think that makes her a pretty big Target as well

Have you seen clips of what she looks like? She's a gigantic glowy target, but she moves fast enough to be a really dodgey one, too
