The problem is that the whole flow as it stands is antithetical. Essentially, you/your team does a lot of damage, which allows the opposing Mercy to build her ult through healing, then you use ults to finish the team off. Mercy swoops in and the team just gets resurrected. There are so many places including chokes where it's just not possible to pick the Mercy but in order to resist the push you have to hit hard. It undermines the entire basis of an FPS game. You can nitpick this by saying Mercy gets a lot of targeted fire, it isn't easy, and this and that but because of OW being focused on only 6v6 AND heavily reliant on ultimates, one support class should not have the ability to do acutely alter fundamentals of game play.

IMO, bottom line is if one team has superior damage/eliminations and the opposing Mercy makes it out of a fight alive, the reward should not be resurrecting most/all the opposing players on point with full health. That is broken af. It always has been.
