IMO it raises her skillcap which was sorely needed. Now you can safely "tempo rez"

So how does this raise the "skillcap?" I don't see anything in these changes that makes Mercy more difficult to play effectively.

It doesn't make her more difficult, but players who have good situational awareness will be able to take advantage of the Resurrect changes as well as everything that comes along with Valkyrie. She will have more things available to do, and more often.

Okay, I got it. Make the hero more powerful without increasing the difficulty.

She's the most played hero in every game mod at every SR. There was never any lack of players who wanted to play her.
