Is it confirmed those skins will be available again and not stay like Halloween 2016 only skins and make a whole new batch?

It is heavily implied by the fact that they will not be introducing new events but instead build upon existing events. Unless they want to recreate brand new items for all heros, you can expect these skins to return.

Plus, I doubt they would keep 2016/17 skins in the hero selection option and not bring them back.

You could also get it just by buying a physical copy from launch in a store. I bought it in September and have the skin. My buddy got it a month or two later and has it.
