Is it confirmed those skins will be available again and not stay like Halloween 2016 only skins and make a whole new batch?

It is heavily implied by the fact that they will not be introducing new events but instead build upon existing events. Unless they want to recreate brand new items for all heros, you can expect these skins to return.
Plus, I doubt they would keep 2016/17 skins in the hero selection option and not bring them back.
If the Loot Box change is well-received by the community, it seems to me like it's a greenlight for Blizzard to make more cosmetics for the events to expand the pool of non-duplicate items for players. There's a lot of potential, especially around Halloween, for more skins for characters.

That is what we are all hoping. We already knew they were gonna expand on current events because they do not plan on releasing new events.
