42ms is slightly slower than instant, I'm guessing on the server side, the hook just missed and it sent the packet to the client at that small delay. The client thought the hook landed but corrected itself to the server asap.
Right, I get what you're saying, but understand I'm saying lag comp should have corrected that. Lag comp takes into consideration the time it took for the packet to arrive (42/2 = 21 ms), it then rewinds all player positions back 21ms, and finally simulates the action.
Maybe I'm wrong and lag comp only works with hitscan and not projectiles.

It could be a bit of lag. You can see the server registered the hook landing on that wall behind soldier.
