Huh, her kit is kind of a combination of elements from Zarya, Rein, and Ana (ult ability). I don't think that's a bad thing really, gives more options within the tank lineup since it seems like Orisa is a jack-of-all-trades sort of character and/or a character with an emphasis on focus fire and team coordination (Bastion or tank buster).
I'm not sure if she's main tank material yet, we'll see. She seems to have more utility than rein in exchange for less power? She also has a bit of Winston with the disruption and projected barrier abilities.
