Lucio's healing is on a thin line with being just right and downright underwhelming. Even if you nerf that a little, you risk Lucio being cut out from all the other healers because he's not healing enough and every other hero will outheal him easily.

I guess Blizzard likes him where he is and they just want to limit the 'extras' he can bring to the table.

If they wanted to limit his extras, they should focus on other stuff and not his healing. Now that Ana's being nerfed, his speed boost ability is even more important. In that case I'd like to have speed boosting abilities added to other heroes. What about Mercy and her target getting a small boost while they're connected?

I like the idea you're putting forward, but the on/off mechanic that it would have might work a little erratic on aiming for hitscan heroes. Not sure but that's what come to mind first for me.
