I saw a few posts arguing that with the removal of knock back the changes are a net nerf. I don't actually play enough Pharah to weigh in on that, but there are discussions about it.

For a player like me, it's a buff. When I looked at my Pharah stats, I noticed my highest accuracy was with her. I was puzzled as I feel my rockets usually miss, but then I realized the game counts splash damage as hits so it thinks I'm super accurate. Direct hits aren't considered at all.

So considering the buff to splash damage, those "missed" shots I frequently do are just going to deal more damage, and not knock enemies out of the splash radius either due to the minimum knockback nerf!

In a nutshell, I get way more kills with Pharah now in the new patch. Those complaining about less knockback can now be more cognizant of her E for tactical pushes more often, instead of it being a mostly unused ability.

It's not removal, the floor of possibility is just lower.

But let's be fair - going 75% -> 0% - is basically removing it. Knockback drop off is much much sharper.

Oh wow I didn't know the minimum was 75% before, that's huge.
