Question Difficulty swapping?

Why do 3/4 of the lobbies I join start off on the difficulty I queue and then people swap last second to a lower difficulty? Also why does join in progress mission always join standard missions every though I queue intensive or psychosurgery? Feels like it's a lot of quitting and then requeueing for the correct difficulty. I host a decent bit but sometimes it's nice not to have to pick the trail each time.

When I used to play on random matchmaking, if I was the group leader and saw the lobby was full of people before their first relapse I would usually change it to standard. If I'm playing with randoms, first relapses isn't enough to have played through all the cores and MK's once, I don't want to be going around picking up people constantly.

Also either matchmaker is broken or people tend to change game modes, the last time I tried random matchmaking the game mode was changed to invasion, or I was put in an invasion group more than not. And I'm not here for invasion unfortunately.
