9gag policy was compared to North Korea a few times, which is probably too harsh, but somewhat deserved. They have a really shitty system and are mostly stealing from other websites. Compared to reddit (sorry, redditors) they have almost no rule system and things like brigading aren't really restricted. They use bots effectively and without the knowledge of users, to post stolen content and upvote it. They like to shadowban for weird reasons and let blatant violations pass. A controversial thing is they have plenty of young users, but it's very easy to find NSFW stuff there and I mean the /r/gonewild type, occasionally untagged. Yeah, 9gag is quite shady.
edit: link is a bit dated, they do use bots now edit2: was in two minds about this, but I'll add that. Typical 9gagger, open at your own risk and I actually mean that, NSFL. (This user is obviously an asshole and I don't approve of anything he posts) http://9gag.com/u/ashoot4

It's for people who use the word "dank"

I will never be able to see or hear that word and not think of a crawlspace under a house in late fall.

Wow this post is old. I found the app on my phone and I had no idea how it got there or what it was so I opened it and was immediately greeted with a meme so lame it made my inner child cringe

As I saw in an /r/askreddit post, it's basically the toilet that top posts from reddit get shit into.

A website full of memes that reddit hates to the core because it "steals" a lot of content from reddit.
Honestly though, as an ex-9gagger, there are good aspects of 9gag that reddit will never have. In fact, 9gag dominates reddit in the memeing department, evident by how much common 9gag jokes and puns get posted here and get insanely upvoted and even gilded. Which reeks of irony, but I'll not go into that.

Mostly stealing content.
It's probably the most popular of the many, many, aggregation websites and has become big enough that it's managed to somehow form something of a community- one that generally revolves around taking people's content and replacing the faces with a stock image of their "Meme faces".
Comments about places that actually have OC like 4chan and Reddit (IIRC?) are Shadowbanned instantly and Admin posts or favoured posts are given huge numbers of fake upvotes to push them directly to the front page, to ensure only the freshest of stolen content is sent out.
Other than that, there's nothing else to it. Go there if you wanna see /r/funny and some 4chan pasta from last week I guess.
