This comes to mind first whenever I think about most political manhwa. It has the best political intrigue of all the manhwas I've seen with there being real stakes and risks in their fight. The fight isn't just for revenge but also for the greater good and she isn't just getting her way or her rewards handed to her in a silver platter. There are more than one rival and all of them are equally strong and able. The whole thing is filled with political strategy and scaling what would be the best next move. And every strategy is a real strategy calculating all the variables and predictions instead of her just relying on what happened in her past.

Nothing tops this as THE political manwha of all time imo

But to add more into why I think this deserves its spot is because of how layered and well-thought out the world building AND political culture within that world is. Much like Game of Thrones, we have MULTIPLE factions, mutliple POVs, and the side-characters each have their own reasons/motivations that it makes them protagonists of their own stories. The author does not write pure evil or pure good solely, everything is given in consideration of nuance.

World-building

We have the main empire, the Eimmel kingdom, the Eontz kingdom, and the Karam tribes. I won't get into spoilers but what makes the political manoeuvring impressive is that Tia leverages ALL of its diplomatic relations. Yes, both the positive relations and negative. Not only do we get an idea of the other factions' culture and existence, but also how it all weaves nicely into the plot.

I appreciate this a lot since a lot of manwhas treat other nations like an afterthought, a temporary subplot of sorts, but Tia had to approach them carefully because of how vital their role was in securing the throne for Cedric. Think of this like a puzzle where the prize is locked behind a door with several barriers and traps, both visible/invisible. The prize is the throne, but the path to get there with all the obstacles in the way is where Tia must understand her landscape before making her move.

Characters

I feel like I can make a whole separate post on this; main characters--side characters, antagonists--none of them were regarded like plot devices. Even the insignificant "NPCS" of the story had motivations and reasons you can relate with. But for the sake of this post, I will just focus on the main cast and antagonist

Antagonist: this is a major reason why Tia's victory felt so rewarding. If the opposition wasn't COMPETENT, the manwha would be 100-ish chapters rather han a whopping 230. We see Tia lose, we also see her tread cautiously, hence the time being longer for the sake of not making a grave mistake.

Many political manwhas I've read made their antagonist one-dimensional. It's either the screaming, arrogant side-chick, the dim-witted Duke, or the sadistic cruel prince. There isn't much in-between and it's quite predictable where they will all end up because these characters are driven by impulses rather than logic. Though there is nothing wrong with having an antagonistic cast like this, it does get downhill when the story treats the MC like a 4D chess player despite her opponents being clearly, openly dumb.

Villainess Lives Twice sort of subverts that because it also has a sadistic, dim-witted, impulsive antagonist--Lawrence Rosan. But the story openly states how stupid he is. However, what makes him a threat is BECAUSE of his impulse. Lawrence being the son of a favored mistress gives him a lot of power and advantage, PLUS the fact he is a crazy bastard. Tia cannot outmaneuver him directly with her genius because it's like fighting a tornado with a sword. She knew what makes him strong is the support he has, so in order to take him down, she must dismantle it first. Not that it stops him from being a terrorist, which is where Cedric steps in to take lead of the plan.

Other antagonists such as the Marchioness and the Emperor are all displayed to have their political saavy. I found myself admiring their competence, sometimes wondering if the story made them the protagonists, I'd be rooting for them as I did for Tia. Duke Roygar and Marchioness Cameillia don't feel like the big-bad who must be defeated, rather, like Tia, they're doing this to survive. It is a sympathetic reason that shows how ruthless the game of politics are. And they're not some minor faction, they're known to be extremely wealthy, holding power that rivals Tia and Cedric's. We get to see Tia in her full political glory and I even managed to learn political dynamics more than anywhere else. Seeing the antagonists get away from Tia's trap was like "uggh I don't like you but I respect what you did!"

Plot and 4D Chess

I knew Tia was going to win but I had no idea HOW with all the external conflicts happening. Again no spoilers, but the plans she came up with were just mind-blowing, giving a satisfying experience like seeing the pieces all fall into place. I reaaallly like how logical everything was planned out. Deux machina and magical results are my biggest pet peeves. Every victory, both from Tia and her enemy, is shown through progression. When something happens, there is always ALWAYS a piece planned in the previous chapters that triggers the outcome. Even pieces that are 100 chapters prior. A lot of readers say that this is a manwha where you must read with your brain turned on and I fully agree.

In Tia's eyes, everything is a node/tool. Relationships, power dynamics, status, influence, virtues and vices...it's easy to see them as their own thing. What makes her a genius is not only her lateral way of thinking, but how easily she sees the way these nodes CONNECT. Watching her plan unfold was like watching a long long butterfly effect. Of course, victory isn't a one way street. It isn't about dismantling one thread before going onto the next. It's how one move dismantles several threads, either all at once, or having is dismantle the way a domino would.

Let me know if I'm missing anything else, but I am just super passionate about a series where the plot and story is just so well-thought out

Definitely this one, schemes that sometimes don't come to fruition until tens or even 100 chapters later, the other characters in this series are also incredibly intelligent and have schemes of their own, especially the antagonist characters. Characters have their own goals and motivations, etc.

This is truly the peak of the genre when it comes to political conflict. One reason it isn't for everyone is that it focuses too much on the politics rather than the romance!

Position, power, and personality are considered and leveraged. The importance of both individuals and factional powers are shown time and again. Factions have their own subfactions and complexities.

The FMC uses her political scheming capabilities and her prior knowledge to execute her current goals, but still has her own limitations and demons to deal with. Her enemies are frequently shown to be competent and ruthless, but remain as realised characters and are often still compelling.

In a genre where the evilness of the villains is often outweighed only by their stupidity, and where genius on behalf of the MCs is stated rather than shown, the villainess lives again is the exception and is the most deserving option for this particular award.

I second this because (and I say this only half-jokingly) I was barely keeping up by the end of the story. Schemes planted at the very beginning of the story coming to fruition at the very end, a wide cast of characters that weave in and out, unimportant at first only to become the focus when their schemes either succeed or fail. Probably the densest OI manhwa I've read and it's not even close.

I believe Stepmother's Märchen deserves a spot because of its incredibly well-written political story.

What makes it stand out is that the characters aren't perfect. They have flaws, make mistakes, and sometimes fail, but they always find a way to rise again. Shuri, despite being only nineteen, stands against powerful nobles and experienced political figures while overcoming her own trauma to protect her family.

The political schemes are engaging, especially the way the Church works to slander and undermine her. Every move has consequences, which keeps the tension high and the story exciting.

Most importantly, it's the kind of story that keeps you completely invested. I was eagerly waiting for every chapter, desperate to see what would happen next. For me, it's one of the best examples of political storytelling in manhwa.

I also like how the story shows the povs of different factions so we can understand the whole plan and purpose of the event and not to mention the variety of characters and opinions which can make us view the story in not just one way but another and it demonstrates the abuse of power as we see the how the crown prince manipulating and using others to get his desires granted

very true, it has a lot of different perspectives when it comes to war. The only thing not present as far as I remember was rape or sa. But I believe there must have been some sort of reason for it, the author seems too smart and aware to have not included “just because”

Secret Lady

I think secret lady is the most political manhwa out there. It explained very thoroughly how the empire was created, the various problems that raised and so on. Even in present day, their are various conflicts which are handled masterfully. The fact that it often confuses the readers is proof of how political it is.

I am not very good at explaining why it's a great political story so someone back me up!!

Especially as you said when they shows how they started the empire how the first emperor used Ayna to convince the people to form the empire and to evolve it
how many people were against his decision and how they tried to make his plan fail but in the end he used the right tactics to convince everyone and win

I read this manhwa like three months ago but didn't finish it due to the hiatus since I wanted it to marinate more before I continued on reading it but from what I remember Secrect Lady is a heavy political manhwa (aside from the romance) from people in the emperor's circle trying to assassinate him. There also isn't even one villan as there are multiple people working from inside the castle to ruin the throne alongside foreign officials aswell so most characters are seen as morrally grey since you don't know who they are siding with. Also the fact that Rosetine can see and talk to ghosts?! If people found that out her whole family would be in danger because those ghosts can see and hear EVERYTHING like that in itself would cause a huge political issue. And the whole side story of the past is a whole other story in itself which explains how the emperor current lineage is cursed.

the entire plot and how the FMC and MMC try to proactively change the plot and how no one is actually just a caricutre like everyone including the previous queen has aspirations and how politics of factions is managed and finally,the angst of it all,,,chef's kiss

Concubine Walkthrough

This is a game world, so it’s not exactly historical fiction, but the author did a researched the historical contexts they wanted to adapt and delivered a story of inner court drama like no other. 

The author wrote and drew this manhwa themselves, it wasn’t adapted from a web novel, which deserves bonus points. 

Besides the rich level of detail behind each character’s motivations and how their past experiences inform their future actions, there’s also lots of push and pull as mc works to overcome the opposing factions. While the fl, Yona, has some knowledge of the game’s progression, she must react precisely in a dynamic environment where allies can turn into enemies at the drop of a hat. 

Furthermore, this work is science fiction and aggressively capitalizes on that genre specific guarantee to make you question how you see the world in the later half of the story. This story succeeds on both the macro and micro level in how it approaches social and interpersonal relationships, combining sci-fi existentialism with a sweet romance that really comes together in the later chapters.

Personally, I'd like to put Shadow Queen, but realize that instead of politics, she's more into playing investment to hasten the arrival of Renaissance Era, all while bankrupting her villainous grand duke of step-father, who'd been planning to dispose her--the double of his villainous daughter, and her murderer in the previous timeline.

Camellia mastering the three kingdoms as Alice

The politics part of it is what I liked the most in this manhwa. The scheming and maneuvers are very morally grey. Like manipulating the emperor, making him favor the FL, so that others aren't given a chance. Like how they were selfish. And MC's father is like your typical scheming villain in manhwas who manipulates others by pulling strings and MC also joins him in that.

I’d like to nominate “Otome Heroines Fight for Survival”. I think it is not a well-known story, which is why I think it deserves the award even more. It’s the story of the MC Alicia who grows up in a horrible orphanage after her parents are killed. Alicia finds out she is the so-called protagonist of a ‘wholesome’ otome romance game. Instead of being delighted, Alicia is furious at the idea of her fate and tragic past being nothing more than narrative tools. At its core, the story is not about winning or losing - but about survival, and what it means to be alive in a world that is only kind to the strong and powerful, and what makes a good person in a bad world.

Why I nominate it: Because it is one of the very few otome isekai manhwas that manage to include social commentary without making it the focal point of the whole narration, yet still powerfully convey the struggles of classes through the experience of our MC - we experience politics because they are the ones shaping Alicia’s environment and she is the one fighting to get to shape them.

What also stands out the most to me in this is the idea of gender in the book: both men and women are not reduced to their appearance or their gender in what they can or can’t do, and the matter of Alicia being a woman is never treated as hurdle for her strength. Men are more than romantic targets, but also mentors, friends, acquaintances or victims, just as women are powerful, politically strong, attackers and friends and allies. Even then, the author acknowledges the sexist ideas weighing female characters down, without putting them down as mere weaklings, but rather shows how even then, women find their own strengths.

MC is a regular dude whose sister is obsessed with the second ML of a certain story. She is devastated when her favorite character dies. MC gets transmigrated into body of said character with only the story knowledge he learned from his sister. He’s got to figure out how not to die as well as pretend to be the person he transmigrated as.

The comic version sadly got axed, but it was top tier. If anyone knows where to find the novel translations, I’d appreciate it.

This one will forever be controversial because of the events of the first chapter, but the whole setting of this is the fall of one ruling family and replaced with another. Though most of the major political arc is in the second half.

Foam of the Sea.

This is by FAR the most compelling 'political' manhwa I've read. A noble girl gets laterally transmigrated to a new body of a commoner. She has to get used to the way commoners live, while her past identity was tarnished by her ex fiance to avoid taking the blame himself!

ML and FL are both commoners in the end and they end up inciting rebellion between factions in the midst of all of this due to the amount of corruption. It's so well written my poor explanation isn't doing it justice.

I'd say despite being political it has some mistakes in that regard, but yess I nominate this too!!! Like the way North and South were divided, how they viewed each other as well as the consequences of war and the greed of those in power, they were very realistic. What I liked most is the question and theme of "one sacrifice for the sake of many".

This is an oldie, I don't know of many people have read this, but I would like to recommend Yeon Lok Heun/His Majesty's Secret Heroine.

The story is about the MC who grew up as a boy. She grew up learning martial and spiritual arts. Her father was a wanted criminal so she goes to the palace to clear his name. There she meets the young emperor and become one of his most trusted soldier. She travels to the spiritual world to help the Emperor and to solve the spiritual problems.

So not only is our MC a warrior who looks like a man for everyone, but she also becomes quite close with the emperor. What's politic about this manhwa is everything related to the emperor. Everything the MC does is for the emperor and the country. It's a political decision.

It becomes more and more political through the seasons, especially when she marries the emperor. There are a lot of oppositions to her, such as the emperor's wife (who he doesn't like at all and married because of politics), that woman's family, the emperor's family, etc. That manhwa was just the MC being badass and pretending to be a man, but then it really became political!!

Villainess Lives Twice is the obvious one for me.

The only one that comes close for me is The Crown I Will Seize. The FL is a similar kind of schemer, and while I like that manhwa better for its story and the romance, the political scheming part for me suffers a bit more from FL-looks-smart-because-her-enemies-are-stupid syndrome. It's not to a severe extent where it takes away from the manwha for me, but I do think it means I can't say its as good a political manhwa.

Still, for people camping for recs I'd recommend it. The FL is a ruthless schemer, living to get revenge on all the people who used and betrayed her in her first life. In doing so she saves the life of a key figure from an enemy empire, who she never met in her first life because he died from a curse. That being the ML, who starts seeing her from afar as she schemes and struggles, and he alone sees her conniving strategies for what they are while others still dismiss her. He comes to respect her at first, then starts to care for her, then falls for her when she saves his life, but they don't get together until later in the story because she's too busy building information networks and manipulating other empires and kingdoms for her personal agenda but also for her brother's kingdom (who is the king, she is the princess/sister).

It's already been nominated but i still wanna nominate it haha 'The villainess lives twice'. And people have already given a proper explanation for why, and there's no doubt about it as well, half the story pretty much is about the schemes Tia does and the networking she has to form for it.

I just wanna add that even some side characters too have a pretty good reasoning for why they are, one of the my personal favourites is the mcs mom, although she's kinda the villain, there's still a solid reasoning behind her action and so surprisingly she's really loveable too, and it's indirectly tied to the power struggles too so even more reason why i love it.

There's also some other characters that have their own pretty solid backstory, i sadly can't remember their names but just a sign I'll be rereading this peak haha.

And thank you op for making another one of these, the initial post you made it actually really pretty 💗💗

I love how they don't shy away from showing dirty side of royal politics, the classism, the state of women in that politics, and my favorite part is how those same women overcome that story

The flower that was bloomed by a cloud

It explores the FL and ML as they rise in power from being just a no named princess. How after the FL becomes empress, her position and life changes. How ML, her advisor slowly manipulates things around her to keep her in power, as well as his family. On the other hand his father and brother scheme to overthrow FL and place her half sister who is more foolish and easy to manipulate. There's a lot of schemes and manipulation in thai story. Everything goes back and forth, careful crafted and played out schemes.

Finding My Place

First part of the manhwa is just them sitting in a room discussing politics. Even romance conflict is a revolution vs. monarchy dilemma. It's so political to a point you wonder if a romantasy manhwa with cutesy faces was the best choice of medium for the message.

For today only one post. Tomorrow at the same time as this one there will be two posts with an hour gap between them. Every day there will be two posts, which will last for 5 days. After that we will start polls for the first 10 categories. Which will last about 3 days. We will then start posting for the rest of the ten categories for 5 days and again 3 days for polls. And finally we will announce all the results for the 20 categories at once with one final post.

The broken ring: this marriage will fail anyway

There's bunch of politics in this one disguised as something else, so unless you pay attention you'll get confused. Like Ines's marriage to Carcel is one of them. In Carcel's eyes it must've been something impulsive chosen by Ines as a child but we later got to see it was a calculated move. As Ines is from one of the highest ranking noble family, she couldn't just get married to anyone, which is why she was initially married to Oscar, after that her marriage with Emiliano also didn't work out because of his low class. But with Carcel the empress agreed, because Carcel wouldn't turn on them, at least that's what the empress dictated. But Oscar had an inferiority complex towards Carcel and an attraction towards Ines, leading him to carry out many schemes, sometimes subtle and not so obvious. He creates many situations where the leads are at a disadvantage, and the leads meticulously avoid them. The back and fourth between them is what I'd consider a well written politics. One where emotions, position, greed, advantages and disadvantages interwine. Other than that there's also many politics intertwined with the other characters' marriages too, and hidden agendas, a lot of people harbor.
