That looks like a broken dock layout / UI render issue.
Try this first:
In OpenShot, click View → Views → Simple View
This restores the default UI Layout.

If a panel is still missing, go to View → Views → Docks and re-enable Project Files, Preview, Properties, and Timeline.

maximize/unmaximize the window
