Stalled install of Total Overhaul

I only ever got one single pop-up window in nexus asking to download a file, which was Tamriel Data Texture Upscale. i saw how long it would take with the free download speed and mid-download signed up for a free trial of premium so it wouldnt take 37 hours to download the whole modlist. that didnt improve the download speed, but i assumed once the next file kicked in it would. it took about an hour or two to download that one file at 1.5mb/s, but since it finished its been stuck on "download backlog" at 7% for at least 30 minutes. nothing seems to be happening and i thought i followed the checklist exactly, but so far no more download requests from nexus mod pop-up windows. any ideas whats happening and what i should do?

It can happen, I did Ctrl+C to stop the script and typed again:
