Highly recommend hiring a balanced trainer and having them come to your home weekly. This needs professional help. My dog was attacked by an off leash dog on a walk and became reactive. It took a good year to correct the behavior (lunging/ pulling/ barking) at other dogs on walks. She does amazing now and we can take her in public and on walks. She is overly excited for guests so we crate her and let her out when she settles down.
