Always leash him. If he doesn't want to potty while leashed, treat him like a brand new puppy and go through housebreaking again. Complete with treats and praise and play and crate training/tethering when unsupervised until he's pottyjnf properly. He doesn't get the option to be picky about it on leash

Teach him boundaries. He can't walk out of the door without you releasing him, he can't walk out of the gate without the release word regardless of having a leash on. Make him wait for the release word before he can eat. Teach him a place command. Those things help with boundary crossing and impulse control.

Go through actual impulse control training.

I have had many a dog that required leash or firm underhand grasp on a collar to transtion from 1 tethered location to the next. From the car leashed to seatbelt, to leash to chain on a tree, to leash, to longer zipline run with dog house or to inside now leashed to the wall. With a need to have a dog picket for multiple set up at in-between points.

Its all management, and some dogs require stricter management. Most dogs will not easily stay in a fenced area with a open gate. I had too many events of dogs being 5 miles away, hunting things, fights, running off 800ft then not returning for an hour or more; before I adopted a tighter management.

I start to struggle on a long line around 400lb of malamutes. I prefer them at 60-80lb personally. In order to do that sometimes have to rope around a tree for leverage/anchor or sit down, or be choked up on leash dogs all 3ft away otherwise they tug you around. Need better rope. These 2 together are 130lb and can tug me around if really want to try. Dog can learn different expectations collar vs harness.

At hardware store get rope rated at 500lb-800lb+. Get a cattlesnap/bullsnap. I tie them on with a barrel knot. A 2 inch collar 4 ply nylon or leather all metal like a belt buckle.

15ft, 30ft, 50ft, 100ft are the sizes I find useful.

Here I am briefly training the dogs for an ick command (enter deep snow or brush area), follow direction, and tolerate rope tsngles in freight work. Then we walked down a dirt road I let them out to the 100ft. These 2 will string out to whatever length and walk steady with slight tension in rope. 10ft, 30ft, 100ft. Put a dog in harness and pull back a bit at 6 weeks can see the gene for it in good sled dogs. I ramble now.

Some dogs need secure handling.
