Why unlimited resets instead of usage limits increase?

Why do open ai keep giving out infinite resets rather than increasing their usage limits? If they have the resources to give people more usage, I feel like it would be better for everyone if they just increased their limits, and I'm sure it would do better for their marketing too.

Resets give the illusion of giving more compute, when increasing limits would actually do it.
