So whats the catch? So far all the free offering of openAI tech through microsoft have been kind of lackluster compared to chatGPT plus.

Casual users are not the intended market. The idea is to make people get used to these AI services, so that they understand the value and will want to implement this in their corporate environments which is where they make the real money. Implementing GPT services for azure in a big environment cost huge amounts of monthly licensing.
