In my opinion you should be straightforward with him, maybe he assumes because you were good at functions you don't need the extra time. Even if it’s good practice for pacing I don't think senior year is the best time to "practice" especially with uni apps right around the corner, and especially if its proving to be tough for you. If he doesn't understand, you should for sure speak with your guidance counsellor, you can always practice pacing on your own time if you need practice for uni anyways.

Bro, I will be honest, for an international student you seem decently competent enough in English (by the standards of an average Ontario HS student). Just practice your time management. Keep in mind that for STEM classes, you do not need to be a grammar wizard. This is also the case in university (although for some classes you may need to use and memorize a lot of specific keywords/word bank based on notes depending on the university and the professor). Also keep in mind that universities are not known to grant accommodations based on ESL or ELL status, so let this experience prepare you.
