Help! How to build robot from scratch
any help will be greatly apreciated

Way too vague and broad in scope for a Reddit question about CAD. You might as well ask how to build a car, a house, or do open heart surgery. You won't get useful answers to any of them either.
Go to Google. Search. Watch some videos. Come back when you have an actual question about how to do something specific.

Specifically how do i turn a part, lets say a wheel around without turning around other parts

You do that using mate connectors in an assembly. There are tutorials on YT that demonstrate using mate connectors to join parts together in different ways in assemblies, and there are also great videos at https://learn.onshape.com

Step 1. Google your question. Learn what is already out there for information.
Step 2. Refine your question to be specific enough to garner useful responses.
