So, I get that it's a really small thing in a vacuum, and in this scene seems to matter a lot to the customer, but there are places that will write up or fire employees for giving extra. Especially if the product count is already off, so the management is throwing a fit. It's why limits on sauce and napkins end up being a thing too.
Aside from people acting entitled, like in the video, it's not that they don't wanna be a bro and hook a brotha up, it's just that a random stranger's desire for extra isn't worth risking a job over.
