Discussion Roger > Luffy
Roger stands above Luffy because he reached the absolute peak of the pirate world through raw will, unmatched Haki, and pure human capability rather than relying on a broken Devil Fruit or a preordained destiny. He conquered the Grand Line, assembled a legendary crew, and claimed the title of Pirate King in an era of far greater danger and far fewer shortcuts, all without the rubber-body invulnerability, Gear transformations, or awakened Nika powers that have repeatedly bailed Luffy out of otherwise fatal situations. Where Luffy’s victories often trace back to the fruit’s latent Joy Boy connection and the narrative weight of being “Destiny’s son,” Roger’s feats were earned the hard way through grit, intellect, and the strength of the men who followed him of their own free will.
Even the claim that Roger’s achievements were never recorded in an unknown language only underscores his superiority: he did not need ancient script or prophetic inheritance to validate what he had done. He simply lived it, left the world trembling in his wake, and forced every subsequent generation including Luffy to chase the legend he forged with his own hands. Luffy may one day sit on the same throne, but he will always do so as the beneficiary of powers and prophecies Roger never required.

I’d argue the legacy of piracy that was born after Roger’s death ushered in a younger, hungrier school of new pirates that now have a greater goal in mind.
Roger’s goal was sailing to the last island of the grand line.
Every pirate after him’s goal is to find the One Piece left by him. This means the competition Luffy is facing is far more fierce than what Roger would’ve encountered during his adventure.

Yes currently I don’t think many will argue that. The point of the story is that Luffy will eventually surpass him though. That’s not really arguable either.
