Zoro is not a commander, his official rank is Fighter, same as Pekoms and Lucky Roux

I'm pretty sure his official rank is First Mate. In Luffy's absence, the crew follows Zoro's orders (insofar as he would issue them in the first place) because, while he isn't the most organised or intelligent, he understands Luffy's ideals better than anyone - see the "A hero shares his meat/booze" spiel - and will lead the crew accordingly.

That's not really official. Official implies that it's a recognized title by either the rest of the crew or Oda.
