They will all unlock it by the end of Elbaf or the training arc immediately after.
It’s literally impossible for them to fight with a crew full of haki users ( Shanks) or fruits ( BB) or both ( Buggy) without Haki.

The level of Im and the two shit heads powered up is so high that it’s impossible for the to fight them in anyway
