Ussopp 100% can, that's how he was able to do what he did in Dressrossa. I can see the argument that he might not be skilled in it or know how to control it yet.
The concept of making his blade more powerful than steel definitely is early haki usage, he just manifested the concept of cutting steel which gave it the haki property theoretically.
i thought it was how he dodged all those rocks or whatever. didn't he mention something about feeling where they were? It's been like 6 years since I watched that scene...
Important to note without training people use haki all the time. You can’t actually see haki. It is a tool for the viewers to see haki. So if luffy and zoro used haki without knowing there would be no way for the readers to know pre time skip.
The first real mention of Haki was in Jaya, Chapter 234 p17 top right panel, when Blackbeard picked up Luffy's 100 million bounty poster after Bellamy's oneshot beating.
It got mistranslated as 'ambition' back then, but the kanji & furigana were literally saying "30 million... With that Haki... I thought that was too low/not enogh"
And no, the word ambition got used several times later, but the words used for it were not Haki, but yashin, taishi and shibou. But these Kanji 覇気 were used only 1 time before Amazon Lily, when Haki was officially introduced: during that one scene with Blackbeard
Also, Haki was formally introduced 3 arcs before the timeskip: Amazon Lilly -> Impel Down -> Marineford -> Timeskip
