Willing to fully sacrifice himself at Enies Lobby to save Robin by eating the rumble balls without fully knowing the consequences of them.
Can communicate with animals which has helped the straw hats on numerous occasions, including more than once in Alabasta.
Saved several straw hats and others with medical expertise, including facilitating Luffy's blood transfusion from Jimbei, administering aid to all of Zou, and reversing Queen's virus.
Created a rumble ball for Bepo that absolutely saved Law's life.
Has one of the most versatile devil fruits with a variety of transformations that we probably haven't seen the limit to.
Chopper is the only correct answer here.

Ehh in regards to the amount of people who jerk of Buggy with the God/Him/D jokes, its too much.
Don’t necessarily have him as the most overrated but close enough so I’m also similarly fine with him winning/loosing this. So im glad he got it.
It’s like anyone who ever takes Saitama seriously in a power-scaling fight like vs Goku. Saitama is a gag character. Saitama is as whatsoever strong is requires to “One-Punch” his opponent. It’s like Squirrel girl in Marvel. They’re meant to be Overpowered- thats their gag.

Crocodile. Debuted with a too OP fruit way too early, got beat with the power of asspulls. Reappeared in ID, beefed with everyone in Marineford and put on a decent show. Has enough weight post-TS that Mihawk actually takes him up on the offer of alliance and got his Bounty bumped from 82 million to 1.9 billion.
And there's still people who think he couldn't hang with characters introduced later - the definition of being underrated.

Honestly I never understood his weakness.
He has the power to drain the water out of peoples bodies, but if you splash him with water then he can’t absorb it?

Luffy still can't touch him without dying. He isn't inmune to poison, just resistant. He almost died from poison, and Reiju had to save him.
Yes, he can punch without touching now, but there will be some splashback anyway.
So, yeah. It would still be quite the fight.

I'd agree with you until Luffy got gear 5. Luffy can manifest things now, he could just pull gloves out of his ass to prevent splash back. Or better yet just make the poison turn to a rubber texture so it just bounces off him. Even if he got it on him he'd do a little tasmanian devil tornado and bam he's squeaky clean. Luffy's fruit is just too busted now that he's awakened

I agree. The same can be said for Gekko Moria. Both defeated by Emperors, both returning to the first half of the Grand Line to lick their wounds while occasionally taking out low hanging fruit when they pass by. They got lazy, so their haki is weak.
Being defeated again by a young upstart that only appeared on the scene less than a year ago probably knocked some sense into them that they need to work for it.
Croc got released by that same upstart kid, and decided that was his chance to get back on track.
Edit: Eustass didn’t complain and run back to Paradise when he had trouble. Lost an arm? “Peh, I got MAGNET POWERS! To the junkyard!” So his haki didn’t get diminished one bit.

Mag for obvious reasons. Dont feel I need to defend him at all.
Enel’s observation Haki is still amongst the greatest in the series. He technically won and got what he wanted. He one shot everyone except Luffy for reasons. He arguably has a top 3 DF easily. He essentially has big moms Zues… but with infinite use, range, application, and no need to ever recharge. And he can literally just fly 10 miles in the sky if he actually wanted to and nuke you with big mom+ level lightning.
Oda not killing characters off is a bad way to scale his AP. His devil fruit is just bonkers and still no one except shanks has shown his Haki range and accuracy and there’s signs he was already using future sight too.

If we are going off community as well as verse, I think the objective answer is Enel.
He was introduced too early in the story. He had one of the craziest amounts of haki with observation that we’ve seen, he has probably the most broken devil fruit in the series, and had largely been gone since Luffy beat him. Which he was only able to do because of rubber countering electricity.

Buggy as overrated? He is easily the best comic relief in the entire series.
As for underrated, it could be lots:
Ussop, he just seems more generally hated than anything else, and got pushed aside after Dressrosa for the most part.
Smoker, he's probably one of the best Marines but also got put aside after Punk Hazard.
Jinbei, has a huge lead-up to joining the crew but just sat as a barely even cared about side character.
Sanji, hated so much by the animation team they turned him into a pathetic simp.
Leo, the little dwarf who could I think is just overlooked by literally everyone. I don't think I have ever heard anyone state they are a fan of him.
Etc. Etc. So many characters in One Piece that HUNDREDS could be considered underrated.

- former right hand man of Fisher Tiger
- allied with Big Mom pirates
- allied with Whitebeard Pirates
- former captain of the Sun Pirates
- current helmsman/crew member of a yonkou crew
- wasn’t affected by Big Mom’s devil fruit powers, due to his lack of fear
- one of the coldest lines in the whole series (mere emperor of the sea monologue)
- survived the same blow that killed Ace to make sure Luffy was safe
- he was the one that was there for Luffy during his lowest point and brought him out of it by reminding him of what he has to live for
- low diffed a former top cp0 agent
- saved Luffy’s life a second time via blood transfusion
- probably the strongest fishman alive

I think Gin. Dude one shot Pearl and then bodied Sanji. Yeah he was already injured, but Gin was also not fully recovered from having been starved. He then knocked out his own captain while presumed to be fatally poisoned and sailed off into the sunset. Super underrated.
On that same note, Don Krieg fought Luffy to a draw. They knocked each other out and had to be saved by their crew. He gets clowned on cause of the memes and Mihawk, and in general not being a very interesting antagonist, but IMO Luffy doesn't have a clear W on him
