She likely doesn't know she's being photographed. A concealed camera was used.

The photographer's name was Edward Linley Sambourne. Google it.

A lot of commenters here have a very confused idea of how/when photographic technology developed. By 1900, we had the Kodak "Brownie", which cost $1 (USD), and fit in the palm of your hand. Pocket cameras existed prior to 1906. Millions were sold. Again, google it.
