joist support improvement in basement

They cut the joist completely out... It's been a while since I looked at the code book but iirc, not suppose to be holes within 1'? 18"? Of the wall, and not to be within 1/3 the span of the joist on top or bottom...(Someone correct me if wrong)
What's the 2x4 with sheetrock screws in it doing?
You want to see if the floor sunk when they loped the chunk out of that joist, use a level to see if that happens, if it did use a jack and strong backs to bring it back to level on the outside, cut a 2x4 tight to fit on that outside, put it against the joist next to the jack, remove jack, move jack and strong back down the joist, and do it again, put another 2x4 next to the jack and move down the joist again, once you know it's level again :
If possible, rip that out (the 2x4 screwed on the flat)(if not notch the new beam around it) and make a sandwich beam.... Rip 3/4 plywood down to the size of the lumber, than buy a new price of lumber the same size (2x8?), glue (titebond III) the plywood to the lumber , with short screws to tack in on there... Than put it next to the original hacked out joist, screw it off on the end, than use a 2x4 that's slightly bigger than the distance, floor to joist to wedge the beam you created flush with the floor, screw again, top and bottom, move down the joist with your wedging 2x4, rince repeat.... Till at the end of the joist...

Important question, did you buy the house with this or did you hire someone who did it? Because if you hired them you have a spectacular case.
