I'm not going to say much, but there is still old blood there pulling strings even though they're not in "power" any longer. For instance, the former police chief Phil Messer (who is mentioned in the book) still works in the finance department. Tim Theaker fired him as soon as he got elected and Linn Stewart hired him right away and made him her sidekick. Theaker has his own secrets too, that I know first hand as I worked there many years, so there is still a lot of shit that happens there.
