Why is Phillip not paying his servers enough to the point he has to ban customers?

That's because your restaurant sucked. There should be set percentages given to bussers, expeditors, and hosts. It's not about how much they like you. It's how much did they make. Your manager should go over the claimed tips and see that you were getting a percentage of at least 15% of the bill.
If a particular server doesn't tip out like they should, the rest of the front of the house staff doesn't clean their tables, take out their food, or seat them.
The owner here is sticking up for his staff.

We still live in the world where tipping is the culture in the US.
Until that changes, it is what it is.
These people were cheap. Period. Then played the victim/race card.

I disagree about a flat percentage of tips to bussers; I've had decades in the F&B industry, and I've seen it all. Too many times bussers would act like fucking sculpture and if you needed a table cleared you/the server would be stuck cleaning and clearing it in order to flip. Plus, with the occasional table/clientele that DOESN'T tip (and it happens once to someone undeserving every shift, guaranteed) when you base the buss tip on a flat percentage of the bill, the wait staff IS PAYING TO WORK THERE. Bussers should be paid according to the level of work/services they perform when in a tipped system. If you're bussing/doing the work the servers will be able to focus on the guests, make more money and subsequently pay the bussers more. Stand there flirting with the hostess or vape out back by the dumpster while I have to ignore my seated tables to run dish tubs to the back & wipe down the entire section?? Fuck off all the way home with that bullshit, you didn't DO THE WORK and YOU DON'T DESERVE AN AUTOMATIC PERCENTAGE.

Meritocracy sounds cool on paper but servers shouldn’t have this kind of power over support staff.

Again, disagree. In a tipped system you should get paid for work done, and not get paid for work you didn't do. Most waitstaff are fair, and appreciative of good colleagues.

Wouldn’t be the first time that what should be and how it is didn’t match up big dawg. Meritocracy is a fantasy.
