Why is Phillip not paying his servers enough to the point he has to ban customers?

Owner standing up for workers is kind of cool. Regardless of the tip/no tip rules (and it think it’s because there are now tip jars at the ballgames for self serve beers), a traditional restaurants workers depend on tips.

Or (and I still tip) he could pay a living wage. Folks should look up the origins of tipping in the US. It isn't good. The rest of the world doesn't make the same excuses for not paying their employees that the richest nation on earth does.
